And you are the one who answers for it.
Not the owner, not the neighbour who used to do it. When a figure is questioned, the file has to be in front of you — this month, and four years back.

Nobody has to take your word for it.
Every unit on one sheet, with the coefficients that produced each figure. The unit totals do not always re-sum to the building total — so the difference is shown, rather than pushed quietly onto somebody. That is the sheet that hangs in the hall, and it is what you hand the owner who asks.

Every household gets a link to their own page. It opens their statement and the building’s sheet together, does the arithmetic again from the sealed document, and shows that it holds. You see who has opened theirs — and the ones who have not can be reminded.
A building is more than its bills.
We start with the month because the month happens anyway. What it leaves behind is the building itself — and a building with a record is a different asset from one without.

Paper will not survive what is coming.
Greece is replacing the law from 1929. Buildings will be expected to account properly for what they collected — and the name on that account will be yours. A history like that is built a month at a time. It cannot be assembled afterwards.
